Navin Kumar has stated that the software could not yet be tested due to paucity of time.  The field officers are also not fully conversant with the changes that are likely to be brought in respect of dealing with the new platform. Hence it is apprehended that blame for any negative fallout of GSTN could fall on the shoulders of CBEC.           Further, it appears that even within CBEC, the entire responsibility and burden of implementation of GST has been placed on the shoulders of Superinten
